Department of Commerce Releases Export Controls on Quantum Technologies

(September 6, 2024) A new rule regarding export controls for advanced technologies, including quantum technologies, has been published in the Federal Register. A brief summary of the key items of interest for quantum technologies is captured below. The controls are effective September 6, 2024, though there is a 60-day delay for some quantum related controls; see the links below for details.

The Bureau of Industry & Security (BIS) is requesting public comments, particularly on deemed exports, by November 5, 2024. BIS has provided a list of specific questions to consider when preparing input which can be found at this link: https://www.federalregister.gov/d/2024-19633/p-56

Quantum computing items listed include quantum computers, related equipment, components, materials, software, and technology that can be used in the development and maintenance of quantum computers.
